QuickBooks Payroll Error Guide
How to Fix QuickBooks Error PS033
You went to download a payroll update or open your company file — and QuickBooks displayed: "QuickBooks can't read your payroll setup files. [Error PS033]"
That error message is more diagnostic than it looks. The phrase "can't read your payroll setup files" points almost directly at the CPS folder — a specific folder on your computer that stores the files QuickBooks needs to run payroll. At QuickFix Bookkeeping, PS033 is one of the fastest payroll errors to resolve once you know where to look.
The QuickFix Bookkeeping Distinction
PS033 and PS060 are both payroll errors — but they have different root causes and different primary fixes.
PS060 — Service unavailable
"Current Enhanced Payroll Service is Unavailable"
Root cause is a connection or subscription problem — QuickBooks cannot reach Intuit's payroll servers to verify the subscription. Fix is in billing, connectivity, or the CPS folder.
PS033 — Can't read setup files
"QuickBooks can't read your payroll setup files"
Root cause is almost always the CPS folder — the payroll setup files are corrupted or unreadable. The fix is file-level: rename the CPS folder so QuickBooks rebuilds it fresh. This is faster than PS060 to fix in most cases.
The CPS folder explained: The CPS folder (C:\Program Files\Intuit\QuickBooks [Year]\Components\Payroll\CPS) stores the payroll setup files QuickBooks reads every time you run payroll or download a tax table update. When any file in this folder becomes corrupted — from a failed update, power interruption, or antivirus interference — QuickBooks cannot read the setup data and surfaces PS033.
What Is QuickBooks Error PS033?
Error code
PS033
QuickBooks Desktop
PS-series payroll error
What it means
PS033 means QuickBooks attempted to read the payroll setup files from the CPS folder and encountered a file it could not parse — either because the file is corrupted, partially written, or missing entirely. QuickBooks cannot proceed with the payroll update or payroll operation until it can read these files successfully.
Your payroll data is safe. PS033 is a file read error — it does not alter or corrupt your company file, existing paychecks, or payroll history. Only new payroll operations are blocked.
What Causes QuickBooks Error PS033?
📁
Corrupted CPS Folder Files
One or more files inside the CPS folder have become corrupted — from an interrupted payroll update, a power failure mid-download, or antivirus software quarantining a payroll setup file. This is the primary cause in the vast majority of PS033 cases.
🔑
Invalid or Incorrect Service Key
The payroll service key stored in QuickBooks is incorrect or has become invalid — either from a subscription change, a reactivation that was not completed properly, or an EIN that does not match the service key on file with Intuit.
⏰
Inactive or Expired Payroll Subscription
The payroll subscription has lapsed and QuickBooks cannot validate the setup files against an active subscription. Unlike PS060, where the server connection fails, PS033 with an inactive subscription typically also corrupts the local CPS folder state.
🛡️
UAC or Antivirus Blocking CPS Access
Windows User Account Control (UAC) settings or antivirus real-time protection is preventing QuickBooks from reading or writing to the CPS folder — producing PS033 even when the folder files themselves are intact.
💿
Outdated QuickBooks or Tax Tables
A significantly outdated QuickBooks Desktop version or payroll tax table can cause QuickBooks to fail when reading the setup files — because the file format expected by the old version no longer matches what is in the CPS folder after a partial update.
📋
Damaged Company File
Internal data corruption in the .QBW file — particularly in the payroll data sections — can trigger PS033 when QuickBooks tries to cross-reference the company file payroll data with the setup files in the CPS folder.
How PS033 Shows Up
01
Error on payroll update attempt
Going to Employees → Get Payroll Updates → Download Entire Update produces PS033 immediately. The update cannot begin or fails partway through.
02
Error when opening the company file
PS033 can appear before the company file even opens — QuickBooks reads the payroll setup files during launch and crashes out if they are unreadable.
03
Payroll functions unavailable
Running payroll, accessing employee records, or creating paychecks fails. QuickBooks may still open and allow non-payroll functions while payroll is completely inaccessible.
04
Error recurs after Help button fix
The PS033 dialog has a Help button that suggests basic steps. Most users find the error returns immediately after following those steps — because the CPS folder corruption is not addressed by basic troubleshooting.
How to Fix QuickBooks Error PS033 — Step by Step
Method 1 resolves the vast majority of PS033 cases. Start there before running any other tools.
METHOD 1
Rename the CPS Folder to Force a Fresh Rebuild
Resolves majority of PS033 cases
Renaming the CPS folder forces QuickBooks to abandon the corrupted setup files and create a fresh, clean CPS folder the next time you download the payroll update. This is the most reliable fix for PS033 — and one of the fastest resolution paths in the entire payroll error family.
1
Close QuickBooks completely. Open File Explorer and navigate to: C:\Program Files\Intuit\QuickBooks [Year]\Components\Payroll\CPS
Replace [Year] with your QuickBooks version year — e.g. QuickBooks 2024.
2
Right-click the CPS folder and select Rename. Change the name to CPSOLD. Press Enter to confirm. Do not delete it — renaming preserves the old files as a backup in case they are needed.
3
Reopen QuickBooks. Go to Employees → Get Payroll Updates → Download Entire Update. Click Update. QuickBooks will create a new CPS folder and download a fresh, complete set of payroll setup files.
4
Once the download completes, test payroll. If the update succeeds without PS033 — the CPS folder corruption was the cause and the fix is complete.
QuickFix tip: If you cannot navigate to the CPS folder because it does not exist at the expected path — QuickBooks may be installed in a different location. Press F2 in QuickBooks to open the Product Information window and look for the installation path listed there.
METHOD 2
Verify and Update the Payroll Service Key
If subscription or service key is the issue
If Method 1 does not resolve PS033, the service key stored in QuickBooks may be invalid or not matching the active payroll subscription. Verifying and re-entering the correct service key resets the connection between QuickBooks and your payroll account.
1
In QuickBooks, go to Employees → My Payroll Service → Manage Service Key.
2
Check the Status column. It should show Active. If it shows Inactive, Expired, or Invalid — your subscription needs to be renewed or reactivated through your Intuit account before the error can be resolved.
3
If the subscription is active but the service key looks wrong — click Edit and re-enter the correct service key number from your Intuit account confirmation email. Click Next, uncheck Open Payroll Setup, then click Finish. QuickBooks will download the full payroll update.
QuickFix tip: PS033 with an invalid service key often surfaces after a QuickBooks version upgrade — when the old service key is carried over but no longer matches the new version's subscription validation. Re-entering the key from your Intuit account page specifically resolves this variant.
METHOD 3
Update QuickBooks and Download the Entire Payroll Update
After renaming CPS — always do this
After renaming the CPS folder, the payroll update download must be complete and successful to rebuild the folder correctly. An outdated QuickBooks version can also cause PS033 independently. These two actions together ensure the CPS folder is rebuilt with current, compatible files.
1
Go to Help → Update QuickBooks Desktop → Update Now. Tick Reset Update and click Get Updates. Let all updates download fully and restart QuickBooks when prompted.
2
Once QuickBooks is updated, go to Employees → Get Payroll Updates. Select Download Entire Update — not just the standard update. Click Update.
3
Selecting "Download Entire Update" downloads all payroll components fresh — not just the incremental changes. This ensures the rebuilt CPS folder has complete, uncorrupted files from the ground up.
METHOD 4
Temporarily Disable UAC and Antivirus
If CPS folder access is being blocked
User Account Control (UAC) and antivirus real-time protection can both block QuickBooks from reading or writing to the CPS folder — producing PS033 even when the folder itself is intact. Temporarily disabling both allows a clean download, after which you re-enable and add QuickBooks to the exclusion list.
Important: Re-enable both UAC and antivirus immediately after the payroll update completes. Add QuickBooks and the CPS folder path to your antivirus exclusion list to prevent recurrence.
1
Disable UAC: Type User Account Control in Windows Search → open Change User Account Control Settings → drag the slider to Never Notify → click OK → restart your computer.
2
Disable antivirus: Open your antivirus software and temporarily turn off real-time protection. Check quarantine for any recently blocked QuickBooks or CPS-related files and restore them.
3
With UAC and antivirus disabled, open QuickBooks and attempt the payroll update. If it succeeds — re-enable both immediately, add QuickBooks to exclusions, and restore UAC to the previous setting.
METHOD 5
Enable Intuit File Copy Service (FCS)
Often overlooked — resolves persistent PS033
The Intuit File Copy Service (FCS) is a Windows service that helps QuickBooks copy and update payroll files securely. If it is disabled or stopped, QuickBooks cannot write updated payroll setup files to the CPS folder — producing PS033 even after renaming and re-downloading.
1
Press Windows + R → type COMPMGMT.MSC → press Enter. Computer Management opens.
2
Expand Services and Applications → Services. Find Intuit QuickBooks FCS. Right-click it → Properties. Set Startup type to Manual and click Start. Apply → OK.
3
Close Computer Management. Open QuickBooks and attempt the payroll update again.
QuickFix tip: The FCS service is one of the most commonly overlooked components in PS033 troubleshooting. It is not mentioned in Intuit's standard PS033 guide — but in cases where Method 1 worked initially and PS033 returned, a disabled FCS service is frequently the reason. Enabling it permanently prevents the recurrence.
METHOD 6
Run Verify and Rebuild Data on the Company File
If company file data is the cause
If PS033 persists after all the above methods, internal data corruption in the company file — specifically in the payroll data sections — may be the underlying cause. Verify Data detects it; Rebuild Data fixes it.
1
Back up first: File → Back Up Company → Create Local Backup. Always before running Rebuild.
2
Go to File → Utilities → Verify Data. If it reports data integrity issues — proceed to Rebuild Data immediately.
3
Go to File → Utilities → Rebuild Data. Let it complete fully without interruption. Run Verify Data again to confirm issues are resolved. Then attempt the payroll update.

Frequently Asked Questions About Error PS033
Will renaming the CPS folder delete my payroll data?
No — renaming is not deleting. The CPS folder contains payroll setup and update files — not your actual payroll records. Your payroll history, employee data, paychecks, and tax payments are all stored in the company file (.QBW), which is completely untouched by this process. The renamed CPSOLD folder remains on your computer as a backup and can be deleted once the fix is confirmed to be working.
What is the difference between PS033 and PS060?
PS060 is a service availability error — QuickBooks cannot connect to Intuit's payroll servers to verify the subscription. The fix path is primarily about connectivity and billing. PS033 is a file read error — QuickBooks cannot read the payroll setup files stored locally in the CPS folder. The fix path is primarily about the CPS folder files themselves. The CPS folder rename in Method 1 is relevant to both errors but is the primary fix for PS033, where it is secondary for PS060.
Why does PS033 come back after I fix it?
Recurring PS033 after a successful fix almost always means one of two things: the Intuit File Copy Service (FCS) is disabled and keeps failing to write the payroll update files correctly (Method 5 addresses this), or antivirus software is quarantining newly downloaded CPS files shortly after they are created (adding QuickBooks and the CPS folder path to your antivirus exclusions resolves this permanently). At QuickFix Bookkeeping, recurring PS033 that initially responds to the CPS rename is almost always the FCS service or antivirus interference.
Can I run payroll while PS033 is active?
In most cases no — PS033 blocks QuickBooks from accessing the payroll setup files it needs to calculate withholdings and process paychecks. However, if the error is only appearing during the update download rather than during payroll processing, you may be able to run payroll temporarily using the most recently downloaded tax tables. This is only acceptable as a short-term bridge — running on outdated tax tables risks incorrect withholding calculations, which creates compliance issues. Resolve PS033 before the next payroll cycle.
