Error 15241 means QB's Payroll File Copy Service (FCS) is disabled or not running. When FCS is disabled (often by a security policy, Windows update, or third-party optimiser), QB can download the payroll update but can't write the files — Error 15241 appears. The fix is: Services.msc → find QuickBooks FCS (may also appear as QBFCService) → set to Manual startup (not Disabled) → Start the service → retry payroll update.
