QuickBooks displays: "Error 1730: You must be an administrator to remove this application." during QB installation or uninstallation.

Error 1730 is a Windows UAC and permissions error. The current Windows user account does not have local administrator rights, or UAC is blocking the installer from obtaining the elevated rights it needs.
