QuickBooks displays: "QuickBooks Payroll update did not complete successfully. The payroll service is not active." — or a similar message referencing Error 15241.

Error 15241 means QB's Payroll File Copy Service (FCS) is disabled or not running. QuickBooks File Copy Service (QBFCS or QBFCService) is a Windows background service that QB's payroll update system uses to copy updated payroll tax table files to the correct locations. When FCS is disabled (often by a security policy, Windows update, or third-party optimiser), QB can download the payroll update but can't write the files — Error 15241 appears. The fix is: Services.msc → find QuickBooks FCS (may also appear as QBFCService) → set to Manual startup (not Disabled) → Start the service → retry payroll update.
