What Causes QuickBooks Payroll Error 15241?

How to Fix QuickBooks Payroll Error 15241

METHOD 1
Enable the Intuit QuickBooks FCS Service via Services.msc
Do this first — resolves most cases in under 5 minutes
This directly enables the File Copy Service that QB needs to install payroll updates. The service must be set to Manual startup — not Disabled, not Automatic.

Close QuickBooks Desktop. Press Windows + R, type services.msc, press Enter. The Services window opens.

Scroll down alphabetically to find Intuit QuickBooks FCS (also listed as QuickBooks FCS or Intuit.QuickBooks.FCS). Double-click it to open the Properties window.

METHOD 2

After confirming the FCS is set to Manual and running, ensure QB itself is fully updated and being run with administrator rights — both are required for payroll update installation.

Close QB. Right-click the QB icon > Run as Administrator. On the No Company Open screen: Help > Update QuickBooks Desktop > Options > Mark All > Save > Update Now > Reset Update > Get Updates. Restart QB when prompted and install all updates first.
